How do you decide on the kind of penalties that should be handed out?
For new forums and forums with single staff member, I understand that it wont be an issue since they would prefer to give out minor penalties in hoping keeping their forums active. However, in larger forums, they face the issue of penalty policies not being uniform. How does one resolve this issue?
Even a uniform written down policy wont be easy because there are so many things that can go wrong.
